Development assistance as we know it can be dated from 1950, but it was preceded by a phase of aided reconstruction, mainly in the richer countries. The post-war relief and reconstruction gave birth to several new organizations, which became some of the key founding aid institutions. The world’s first international aid agency, the United Nations Relief and Rehabilitation Administration (UNRRA), had been created by the Allied powers at the end of 1943 and was mandated to respond to the ravages of war in Europe and the resettlement of six million of its displaced people.

In January 1949, President Truman laid the foundations with ‘point four’ of his inaugural address. He anticipated that financial assistance ‘should foster capital investment in areas needing development’ and he foresaw that technical assistance ‘should make available to peace-loving peoples the benefits of our sum of technical knowledge in order to help them realize their aspirations for a better life’.
